Project Background

As one of China's key ambitions and a major project for Shanghai, the second-stage of construction for the Waigaoqiao Power Plant started in July, 2001. The grand project total investments reached over 10 billion yuan (RMB). Two 900,000-kilowatt supercritical coal-fired power units were constructed in this project, the first two of their kind in China. At present there are 12 such power units worldwide. This thermal power giant, of the largest unit capacity and the highest energy level in China, is capable of producing about 11,400,000 kilowatts of power every year, which greatly relieves the stringent power supply to Shanghai in the past years.

After the completion of the second-stage, the third phase of costruction started immediately. The total investment on these two projects respectively went beyond 10.6 billion yuan (RMB) and about 9.3 billion yuan (RMB). After the completion of the third-stage project, the total designed capacity of Waigaoqiao Power Plant will reach 5 million kilo-watts, the power supply to Shanghai-this international metropolis-will be guaranteed reliable and the improvement in structure of Shanghai's power grid. According to the blueprint for the second-stage construction project, the third-stage project will make further improvements in terms of the specifications, efficiency and environment protection index of the power units. At present while the average coal consumption per kilowatt-hour is 374 grams, it dropped to 298 grams after the completion of the second-stage. It will be further decreased by 270 grams after the completion of the third-stage construction project. At the same time, one of the key tasks during the third-phase project is to apply desulfurization and denitration equipment, reducing flue gas emissions to make the thermal power plant 'greener'.
